Getting licensed

ITD 3170Application for a dealership licenseGetting licensed

The dealer license application itself, with ITD's packet checklist and the fees printed on it. File it with $190.00, plus $300.00 ICAR for a retail dealer, once your class certificate, bond, insurance and zoning are ready.

Rejection trap: the form warns that missing forms or information may delay processing. List all owners, have every owner's signature notarized, and put the attachments in the checklist order printed on the form.

Official form — itd.idaho.gov →

ITD 3171Personal history and salesperson applicationGetting licensed

With the application, one for each owner, officer or director. Later, anyone you hire to sell needs a salesman license on this same form, $36.00 on ITD's fee list. Once signed and mailed with the fee, a copy acts as the salesperson's temporary license for up to 60 days from the signature date.

Rejection trap: ITD 3170 says not to send ITD 3171 for salespeople with the application at this time. And ITD 3171 says an incomplete form will be returned.

Official form — itd.idaho.gov →

ITD 3635Application for dealer platesGetting licensed

How a licensed dealer orders dealer plates. Current plate prices are printed on the order form the investigator gives you at inspection (ITD 3635 for dealer plates, ITD 3169 for loaner plates) — ITD updates them without notice, so use the form’s price. All your dealer plates renew with the license.

Timing trap: plates come after the license. The investigator provides the plate order forms at your inspection, and the form asks for your dealer license number, so you can't order early.

Official form — itd.idaho.gov →

ITD 4014Credit card payment authorizationGetting licensed

The form for paying ITD by card instead of by check. Credit card payments to ITD carry a service fee.

Official form — itd.idaho.gov →

ITD 3181Personal history and application for factory representativeGetting licensed

For a manufacturer's factory representative only. It is not the owner's personal history form — owners file ITD 3171.

Official form — itd.idaho.gov →

ITD 3188Application for out-of-state distributor licenseGetting licensed

For an out-of-state distributor, not for an Idaho dealership.

Official form — itd.idaho.gov →

ITD 0501Statement of authorization to sell new vehiclesGetting licensed

For a dealership selling a new-vehicle line. The manufacturer's statement or certificate of origin is reassigned to the buyer and kept by the dealership for five years.

Official form — itd.idaho.gov →

ITD 3198Off-site temporary supplemental lotGetting licensed

For a sale away from your lot — an auto show, auction, shopping center promotion or tent sale — for no more than 10 calendar days. $44.00 for one dealer, $88 for two or more, and each dealer completes an application. The site has to meet local zoning and building codes.

Timing trap: allow ITD enough time to process it. A signed copy of the application has to be posted at the off-site sale.

Official form — itd.idaho.gov →

ITD 3169Loaner plate or registration order and renewalGetting licensed

How a dealer orders new loaner plates or renews them. Loaner plates are ordered on ITD 3169 and prorated to your license year.

Timing trap: all loaner plates expire in the same month as the dealer license, so count the months left on your license when you order.

Official form — itd.idaho.gov →

ITD 3200Electronic record storage acknowledgmentGetting licensed

File it at least 30 days before you start keeping your records electronically. Electronic records have to be produced within 3 business days when ITD asks.

Official form — itd.idaho.gov →

ITD 3201Off-site record storage acknowledgmentGetting licensed

File it at least 30 days before your records move to an off-site address. Off-site records go in a locking file cabinet inside an enclosed, lockable structure, and have to be produced within 3 business days when ITD asks.

Official form — itd.idaho.gov →

Every sale

ITD 0502Report of sale and application for certificate of titleEvery sale

The title application for every sale. Order paper 502s on ITD 3195, or complete e502s online in the ITD Dealer Portal. ITD's vehicle dealers page also has a 502 interactive guide.

Rejection trap: to correct the form, draw a line through the wrong information, enter the correct information, and initial the correction.

Official instructions — itd.idaho.gov →

FTCBuyers Guide — the window formEvery sale

The federal window form displayed on every used vehicle you offer for sale — AS IS or warranty terms, marked before the customer ever asks. It is federal law.

Bilingual trap: if the deal is negotiated in Spanish, federal rules require the Spanish Buyers Guide. Keep both versions on hand.

Official form (EN) — ftc.gov →  ·  Official form (ES) — ftc.gov →

IRS 8300Report of Cash Payments Over $10,000Every sale

Filed within 15 days when a deal brings in more than $10,000 in cash or certain cash-like payments — including payments that are related across a single deal.

The trap: cashier's checks and money orders of $10,000 or less can count when they pay for a vehicle.

Official form — irs.gov →

ITD 3195Retail dealer request for title applicationsEvery sale

How a retail dealer orders paper title applications (502s).

Rejection trap: 502s are kept in a lockable office, used in control-number order, and never shared with another dealership. A stolen or missing 502 is reported to ITD on the first available business day.

Official form — itd.idaho.gov →

ITD 3204Titles transmittal for dealersEvery sale

The cover sheet a dealer sends with title work.

Official form — itd.idaho.gov →

ITD 3203Titles transmittal, rush items onlyEvery sale

The same cover sheet, for rush title items only.

Official form — itd.idaho.gov →

ITD 376330-day temporary registration permits order formEvery sale

Paper 30-day temporary registrations, for out-of-state buyers only, $180.00 per book of 20. ITD is replacing the paper books: the Dealer Portal now issues 30-day temporary registrations electronically.

Official form — itd.idaho.gov →

ITD 1036Dealer notice of rescinded saleEvery sale

For a sale that comes back and is completely undone. Email it to dmvtitles@itd.idaho.gov, or take it to your local county DMV office, and keep a copy for your records.

Timing trap: it applies only if the title for the sale has not been submitted to ITD.

Official form — itd.idaho.gov →

ITD 3415Vehicle consignment with a licensed Idaho dealerEvery sale

The consignment agreement when you sell a vehicle for its owner. Keep the completed copy and its attachments in the vehicle record file for audit.

Official form — itd.idaho.gov →

ITD 3909Vehicle ownership bondEvery sale

The bond used when ITD is not satisfied as to the ownership of a vehicle being titled.

Official form — itd.idaho.gov →

ITD 3312Application for a salvage certificateEvery sale

A salvage vehicle carries a salvage certificate, which takes the place of its title. This is the application. The salvage certificate fee is $14.00.

Official form — itd.idaho.gov →

ITD 3311Salvage Vehicle StatementEvery sale

After a salvage vehicle is repaired to Idaho's equipment requirements, the owner takes the salvage certificate to the county assessor's motor vehicle office, completes this form and pays a $14.00 title fee. The new title reads “Rebuilt Salvage” for the life of the vehicle. See salvage and rebuilt titles.

Official form — itd.idaho.gov →

Running the lot

ITD 3628Consumer complaint and request for investigationRunning the lot

The form a buyer files to start an ICAR claim. Retail dealers pay into ICAR, the Idaho Consumer Asset Recovery Fund, with the initial application and at each renewal; wholesale-only dealers are exempt. ICAR claims are open to Idaho residents only.

Official form — itd.idaho.gov →

SignThe posted-sign requirement (not a form)Running the lot

A permanent exterior sign, affixed to the land or building, with the dealership's trade name clearly visible from fifty feet. The location also needs a business phone listed in the dealership's name.

Rejection trap: a Motor Vehicle Investigator inspects the location before the license is issued. See lot requirements.

Every ITD form above is listed on ITD's vehicle dealers page or in its salvage fact sheet; the two federal forms come from ftc.gov and irs.gov. Download the current copy each time.

Exact match

Will ITD bounce your paperwork?

ITD matches your names and address across the documents in your packet.

The rule: every owner name, business name and the street address must match across ITD 3170, the bond and the insurance certificate. ITD requires the bond to reflect the exact ownership, business names and dealership location on the application.

Pick one exact format for your business name and address before you order anything. Use it on the Secretary of State record, the assumed name, the bond, the insurance certificate, the seller's permit, the lease, ITD 3170 and your sign.

Ask the ITD Dealer Team to check your name before you commit to it: that it is not deceptively similar to another dealer's, before the name lands on your business record, bond and sign.

Bond & insurance

A surety writes the $20,000 bond ($40,000 for a wholesale dealer). Get two or three quotes; your surety sets the premium, not ITD.

Ask about liability insurance in the same call. Minimums: $25,000 bodily injury for one person, $50,000 for two or more, $15,000 property damage. Acord 25 is preferred; Acord 30 (garage liability) is also accepted. See the dealer bond.

Your city or county

Planning & zoning first — ask what your location needs before you sign a lease.

The signed zoning approval goes in your ITD packet.

Electronic titling

ITD Dealer Portal — complete e502 title applications online and issue 30-day temporary registrations for out-of-state buyers. To enroll, email dealers@itd.idaho.gov with the dealership name, dealer number, the owner who will be the administrator, that owner's email and a contact phone.

VITU — named in ITD's July 2026 dealer newsletter as an authorized electronic titling provider. Questions about VITU go to the same ITD email.
