Idaho Salvage and Rebuilt Titles: What Dealers Need to Know

Idaho has a salvage certificate for a vehicle declared salvage, and a branded title, marked "Rebuilt Salvage", once it has been repaired.

Updated October 2026 · Idaho Dealer School

The short answer

A salvage vehicle carries a salvage certificate, which replaces its title. After it is repaired to Idaho's equipment requirements, the owner takes the salvage certificate to the county assessor's motor vehicle office, completes form ITD 3311 and pays a $14.00 title fee. The new title carries the brand "Rebuilt Salvage" for the life of the vehicle.

How Idaho defines the terms

TermWhat it means
Salvage vehicleA vehicle with a salvage certificate, salvage bill of sale or other documentation showing it was declared salvage; or one damaged so that parts and labor minus salvage value make it uneconomical to repair; or one an insurer paid on as a total loss.
Rebuilt salvage vehicleA vehicle previously declared salvage that has been rebuilt or repaired using like make and model parts and visually appears as originally constructed by its manufacturer.
Total loss vehicleA vehicle deemed uneconomical to repair, where an insurer or other person pays the owner for the actual damage to the vehicle.
Theft recoveryA vehicle an insurer acquired in settling a theft claim that is recovered and not damaged to the extent of a salvage vehicle.

The definitions of salvage vehicle and rebuilt salvage vehicle are set by Idaho law, and ITD's fact sheet quotes them.

The salvage certificate

ITD issues a salvage certificate for any vehicle that meets the definition of a salvage vehicle, and also when an insurer acquires a vehicle in settling a theft claim. The salvage certificate is the legal ownership document and takes the place of the previous title. The application form is ITD 3312, and the salvage certificate fee is $14.00.

An insurer or salvage pool that paid a total loss applies for the salvage certificate before resale, within 30 days of receiving the released ownership document. A VIN inspection on form ITD 3403 is needed only when the ownership document came from a jurisdiction other than Idaho.

From salvage to "Rebuilt Salvage"

  • Repair the vehicle to meet Idaho's vehicle equipment requirements.
  • Take the salvage certificate to the county assessor's motor vehicle office.
  • Complete the Salvage Vehicle Statement, form ITD 3311, and pay the $14.00 title fee.
  • Title and registration can be done at the same visit. A vehicle with a salvage certificate cannot be registered until the title application has been submitted.

The new title carries the brand "Rebuilt Salvage" in the "Other Pertinent Data" section, below the vehicle description. The brand stays on the title for the life of the vehicle.

Salvage vehicles from other states

If you buy a salvage vehicle in a state that does not require the title to be surrendered, the fact sheet says you surrender the title and apply for an Idaho salvage certificate within 30 days of receiving the title. A vehicle titled in Idaho that becomes salvage in another state comes back branded.
