How to Fill Out Form ITD 3170, the Idaho Dealer License Application

ITD 3170 is Idaho's Application for Vehicle or Vessel Dealership License. It carries the fees, the application itself and a checklist of thirteen attachments, and ITD asks you to submit them in checklist order.

Updated October 2026 · Idaho Dealer School

The short answer

Fill out ITD 3170 completely, have every owner sign in front of a notary, and attach the thirteen checklist items in the order the form lists them. The initial application fee on the form is $190.00, plus the $300.00 ICAR fee for retail applicants. Mail it (do not email it — the notary signatures must be originals). Allow up to 30 days.

The checklist, in ITD's order

This is the same checklist printed on ITD 3170 — assemble the packet in this order before it goes in the envelope.

  • ☐ $190.00 application fee plus $300.00 ICAR (retail only) — check payable to Idaho Transportation Department.
  • ☐ The application, completed in full, with the notarized signatures of all owners, officers, directors or members.
  • ☐ A franchise approval letter for any new vehicles or vessels you will sell, with a sample MCO/MSO (manufacturer's certificate or statement of origin).
  • ☐ For used and wholesale dealers, the certificate of completion for the 8-hour prelicensing class and passing test.
  • ☐ Proof of corporate, LLC or LLP status from the Secretary of State's Office, with a list of officers or members.
  • ☐ Proof of a fictitious or assumed name recording from the Secretary of State's Office.
  • ☐ Signed zoning approval.
  • ☐ The original signed dealer bond, including all owners' names, the corporation or dealership name if different, and the address of the dealership location.
  • ☐ A copy of the sales tax number certificate.
  • ☐ A liability insurance certificate — Acord 25 preferred; Acord 30 (garage liability) is also accepted. Minimums: $25,000 bodily injury for one person, $50,000 for two or more, $15,000 property damage. The named insured must show the dealership's physical address, and the certificate holder is the Idaho Transportation Department at the address printed on ITD 3170.
  • ☐ The EIN (Employer Identification Number).
  • ☐ ITD 3171 Personal History for each owner, officer or director only (do not include salespeople at this time).
  • ☐ Proof your business phone number is listed in a local or online directory — a Facebook business page or your website showing the number is also accepted.

The rules printed on page one

Education. Since September 1, 2022, all new applicants for a used-vehicle or wholesale dealership license must attend an 8-hour prelicensing class and pass a closed-book test. ITD verifies it before a license can be issued.

Business name. An LLC, corporation, LP or LLP submits a copy of its status from the Secretary of State. A business operating under any other name records an assumed or fictitious name filing with the Secretary of State and submits proof of it.

Home businesses. A home residence may not be used unless the dealership is a separate building, or a ground floor with a separate entrance and no entrance to the residence.

Insurance. A certificate of liability insurance of not less than $25,000 for bodily injury or death of one person, $50,000 for two or more people, and $15,000 for property damage.

The two choices at the top of page two

The application type is one of: new application, change of business name, supplemental lot, change of location, ownership change, or change of officers or members. A separate application is completed for each type. The license type is wholesale or retail. A retail applicant pays ICAR; a wholesale applicant does not.

Moving the dealership. Notify Dealer Operations before you move; the fee is $44.00 and a new ITD 3170 is completed for the new location.

What happens after you mail it

  • Allow up to 30 days.
  • When your place of business is ready (parking for at least 5 vehicles, a lockable office, your dealer sign), a Motor Vehicle Investigator contacts you to schedule the inspection.
  • Declare your business hours in writing at that first inspection — ITD asks for a minimum of one hour per week.
  • After the inspection ITD mails the license.
  • The investigator's report says whether a follow-up audit is needed.
  • The investigator provides the plate order forms at the inspection and also emails you how to sign up for the dealer portal and how to order plates. See Idaho dealer plates.
What slows a packet down: the form itself warns that failing to complete all the forms and supply the required information may delay the process. A bond whose names or address do not match the application is the most common mismatch. See the Idaho dealer bond.
