The big picture

Two tracks, running side by side.

Your city or county clears the location. The state licenses you. Start both on day one. The zoning goes into your state packet.

Local track

Your city or county

✓Zoning for your type of dealership
✓A zoning letter, or a zoning official’s signature on your application
✓Anything else your city or county requires — ask on the first call

State track

ITD Dealer Operations

✓8-hour prelicensing class + exam, every owner or responsible party listed on the license — no manager or stand-in may take it for you
✓Bond: $20,000 retail · $40,000 wholesale · $10,000 motorcycle/ATV/UTV/snowmobile + liability insurance
✓Application packet, notarized, with the fees
✓Inspection → license mailed

ITD requires the zoning on paper inside your application, and the bond has to match the exact owners, business names, and location on that application.

Step by step

The roadmap, in seven steps.

1

Set up the business

Foundation

Before you apply or buy a bond, ITD says to check with its Dealer Team that your proposed name is not deceptively similar to an existing dealership’s name. Call them at 208-584-4343. ITD’s contacts are here. Then set up the business with the Idaho Secretary of State at sos.idaho.gov. An LLC, corporation, or LLP gets its status from the Secretary of State. If you do business under any other name, Idaho law has you file it there as an assumed business name — a $25.00 base filing fee, or $45.00 on the paper form. Get an EIN from the IRS. A retail dealer also needs a seller’s permit, issued in the dealership’s name by the Idaho State Tax Commission (1-800-972-7660). You apply through the Idaho Business Registration (IBR) application, and the permit takes 10–15 business days when you apply online, so start it the same week.

Name check firstSecretary of StateEINSeller’s permit (retail)

Match it everywhere. The bond has to show the exact ownership, assumed names, and location listed on your application. Get the names and the owners consistent across the packet before you file.

2

Secure your location & clear zoning

Start early

Call your city or county planning office before you sign anything. ITD requires a location zoned for your type of dealership. Ask exactly what your city or county needs on that first call. ITD also has its own standards for the place of business:

✓An enclosed commercial structure, with an office and a display area
✓A locking office to keep your books, with a desk and a filing cabinet
✓A display area for five or more vehicles, next to the office and set off by visual boundaries or signs — retail dealers only; a wholesale-only dealership doesn’t need one
✓A permanent exterior sign, readable from fifty feet. ITD recommends at least 24 square feet with 4-inch lettering, showing the trade name, street address, and dealer number
✓A business phone listed in the general directory and answered in the dealership’s name
✓A place devoted mainly to the dealership. A home works only as a separate building, or a ground floor with its own entrance and no entrance into the home
✓Declared business hours, when the place is open and staffed by a licensed salesperson
✓A zoning letter, or a zoning official’s signature on your application
✓Records kept where an investigator can inspect them

A dealer license needs an established place of business. What your lot needs, and when Idaho requires a license.

3

Get your bond & insurance

Foundation

You’ll keep a dealer bond on file: $20,000 retail, $40,000 wholesale, $10,000 motorcycle/ATV/UTV/snowmobile. You pay the surety a premium, not the full amount. The bond can be a corporate surety bond, a certificate of deposit, or cash deposited with ITD — cash or a CD stays on deposit until five years after the dealership goes out of business. If the bond is cancelled, ITD suspends the license as soon as it gets the surety’s notice, takes back the plates and unused title applications, and no sales are allowed until a valid replacement bond is filed. You also need liability insurance: at least $25,000 bodily injury for one person, $50,000 for two or more, and $15,000 property damage.

Must match your applicationInsurance: Acord 25 preferred, Acord 30 acceptedPremium set by the surety

The insurance certificate is issued with “any auto,” or it states that it complies with Idaho's dealer insurance law. Ask your agent for that line. How the bond works.

4

Take the 8-hour dealer class

Our class

Idaho requires an 8-hour prelicensing class, with a closed-book exam, before you apply — licensing law, titles and records, dealer practices and advertising, and the federal forms and rules. Your certificate is issued the moment you pass the exam.

Enrollment is open — on your phone, in English and Spanish, with Listen mode on every lesson. Every owner needs their own certificate.

File your ITD application

License $190.00

The dealer license application, form ITD 3170, goes to ITD with the complete packet:

✓The application, filled in completely, every owner listed, every owner’s signature notarized — plus the $190.00 license fee, and the $300.00 ICAR fee for a retail dealer
✓A Personal History form (ITD 3171) for each owner, officer, or director
✓The original signed bond and the insurance certificate (Acord 25 preferred, Acord 30 accepted; minimums $25,000 / $50,000 / $15,000)
✓Your business status and any assumed name from the Secretary of State, and your EIN
✓A copy of the seller’s permit — the sales tax number certificate — for a retail dealer
✓Proof that the business phone is listed in a local or online directory
✓The zoning letter, or the zoning official’s signature
✓For new vehicles, a letter of franchise approval from the manufacturer for each new line, naming the manufacturer, the dealer, and the NCIC code
✓Proof of the 8-hour class — one certificate per owner

Before it goes in the envelope, put the attachments in the order the form’s own checklist prints them, and run every line through our checklist. Pay with a check made out to the Idaho Transportation Department, or by card on form ITD 4014 — card payments carry a service fee. Dealer Licensing answers Monday through Friday, 8 a.m. to 4 p.m. MST, at 208-584-4343 (option 2, then 6). Mail the notarized packet (do not email it — the notary signatures must be originals). Allow up to 30 days.

License issued — start dealing

Go live

After the inspection ITD mails the license. The investigator also emails you how to sign up for the dealer portal and how to order plates. Current plate prices are printed on the order form the investigator gives you at inspection (ITD 3635 for dealer plates, ITD 3169 for loaner plates) — ITD updates them without notice, so use the form’s price. How dealer plates work. Anyone you hire to sell needs a salesperson license on form ITD 3171 — $36.00 with an Idaho driver’s license or ID. A salesperson without an Idaho driver’s license or ID card pays $26.00 on the ITD 3171, then $10.00 for the photo at the county sheriff’s DMV office: same total, two steps. A copy of the signed and submitted ITD 3171 acts as the temporary salesperson license for 60 days. For title work, order title applications (ITD 0502) on form ITD 3195, or enroll in the ITD Dealer Portal: email dealers@itd.idaho.gov with the dealership name, your dealer number, the owner who will be the administrator, that owner’s email, and a contact phone. In the Portal you complete e502 title applications online and issue 30-day temporary registrations for out-of-state buyers. Loaner plates are ordered on ITD 3169 and prorated to your license year.

Stay compliant

Ongoing

What you keep doing once you’re licensed:

✓Every sale — file the title application within 30 calendar days of delivery. Show the title fee as “TITLE FEE” at the exact amount required by law, and list any doc fee separately — it is subject to sales tax.
✓Out-of-state buyers — if the buyer has no current Idaho credential, put a copy of their valid government photo ID in the title application packet, and show in the deal jacket that you collected it at the sale.
✓Returned sales — a sale that is completely undone is rescinded on form ITD 1036, and only if the title has not been submitted yet.
✓Every year — renew the license for $175.00, plus the $300.00 ICAR fee, paid with the initial application and at each renewal; wholesale-only dealers are exempt. Your dealer plates renew with the license; one renewal payment covers the license, the plates and ICAR if it applies. The cycle starts in the month you were first licensed.
✓Every owner or responsible party listed on the license — the 4-hour course before each renewal application; no manager or stand-in may take it for you. Our renewal class is open.
✓Five sales — at renewal you certify at least five retail or wholesale sales in the past licensing year. ITD checks it starting July 1, 2026, and falling short is grounds to deny renewal.
✓Never late — a renewal more than thirty days past the end of the license period is processed as an initial application, with initial fees.
✓Your bond — has to stay in force all year.
✓Wholesale — a wholesale license sells used vehicles only to Idaho-licensed dealers in Idaho.
✓Your records — sales invoices, purchase orders, title applications, and dealer plate records for the current year and the two before it, ready for an investigator to inspect.
✓Your hours — declare your regular business hours to ITD in writing — a minimum of one hour per week.
✓If you move — notify Dealer Operations before you move; the fee is $44.00 and a new ITD 3170 is completed for the new location. The new location has to meet every requirement for a place of business.
