More than one owner? Idaho requires it.
Every owner or responsible party of a new used-vehicle or wholesale dealership must complete this class and pass the exam — each person under their own name.
The requirement
The class Idaho requires before your license
Idaho law requires anyone applying for a first dealer license to complete a prelicensing class, including an examination on the material, before submitting the license application. The class is eight hours of instruction, exam included. ITD applies it to new used-vehicle and wholesale dealerships with applications submitted on or after September 1, 2022.
Yes, there is a test. It is a closed-book exam, and ITD verifies that it was passed before a license is issued. The full story on the dealer license test is here, and if you're not sure the dealer license is even the license you need, the license types guide walks through the licenses Idaho issues.
After the class, the rest of the licensing path continues: the business name, the lot and zoning, the bond, insurance, the personal history for each owner, and the inspection. The certificate has to be in hand before you apply. Zoning and the bond take longer than the class. The step-by-step guide puts the whole packet in order.
Who has to take it — and who doesn't
The requirement is written by license type. It does not apply to an applicant for a vehicle salesman's license, a manufacturer's license, or a distributor's license. It also does not apply to a dealer of nationally advertised new motor vehicles, or to a franchise dealer of new recreational vehicles, motorcycles, all-terrain vehicles, snowmobiles or vessels. ITD's short version: franchised dealers are exempt.
Everyone else opening a used-vehicle or wholesale dealership takes it: every owner or responsible party listed on the license — no manager or stand-in may take it for you. After the license is issued, the same section asks for four hours of education before each annual renewal. That is a separate class, and the renewal page explains it.
